The vacuum excavator is purchased in the framework of international technical assistance project №ENI-LLB-1-141 «Reinforcement of states' cooperation and creation of prerequisites for solving common environmental challenges» under the 2014-2020 European Neighbourhood Instrument CBC LatviaLithuania-Belarus in accordance with EU Decision C(2015) 9136. The place of acceptance of the supplies shall be Dzerzhinskogo Str. 100, Grodno, Republic of Belarus, the time limits for delivery shall be from the date of contract award till September 2019. The implementation period of tasks shall run from the date of the contract award to 24.9.2019.

Dalyvavimo sąlygos
Tinkamumas vykdyti profesinę veiklą:

Participation is open to all legal persons (participating either individually or in a grouping – consortium – of tenderers) which are established in a Member State of the European Union or in a country or territory of the regions covered and/or authorised by the specific instruments applicable to the European Neighbourhood Instrument programme under which the contract is financed. Tenderers must submit a signed declaration, included in the tender form for a supply contract, to the effect that they are not in any of the situations listed in Section 2.6.10.1. of PRAG.Tenderers must provide a tender guarantee of 1 % of the budget available for the contract when submitting their tender. The successful tenderer will be asked to provide a performance guarantee of 5 % of the amount of the contract at the signing of the contract. Professional capacity of tenderer

(a) tenderer has a professional certificate appropriate to this contract (for example, a certificate for ISO9001 or an equivalent certificate); Copy of the license for the right of producing the goods related to the procurement (or other equivalent documents issued in other countries);

(b) tenderer has the opportunity to perform obligations of maintenance and repair faults, if necessary. For this purpose, tenderer shall have no less than 2 certified (certificate is issued for each specialist personally by the equipment manufacturers) service engineers and a special service vehicle.

Ekonominė ir finansinė padėtis:

Economic and financial capacity of tenderer (based on i.a. item 3 of the tender form for a supply contract). In case of tenderer being a public body, equivalent information should be provided. The reference period which will be taken into account will be the last 3 years for which accounts have been closed.

(а) the average annual turnover of the tenderer must be no less than 2 000 000,00 EUR for the last 3 years;

(b) the averages of cash and cash equivalents at the beginning and end of year are positive.

Techniniai ir profesiniai gebėjimai:

Technical capacity of tenderer (based on i.a. items 5 and 6 of the tender form for a supply contract). The reference period, which will be taken into account, will be the last 5 years from submission deadline.

(a) tenderer has no less than 20-year experience of selling and servicing new vacuum excavators;

(b) tenderer possesses necessary technical and professional capabilities for proper execution of the contract and has supplied at least 2 (two) similar vehicles with superstructure (i.e. new vacuum excavators in accordance with technical specification of tender documents) during the last 5 (five) years (or since the time of its registration, if it is registered less than 5 years age and acts less than 5 years) at the market;

(c) the manufacturer of equipment shall produce no less than 100 vehicles per year (an official letter from manufacturer is to be provided as a proof).
