The European Commission Representation in Lithuania, hereinafter called "the EC Representation" or “the Representation”, shall be the contracting authority for this Contract. The EC Representation acts as the official representative of the Commission in Lithuania as a Member State of the European Union, and serves the interests of the institution as a whole under the guidance of the Directorate-General for Communication. The core tasks of the Representation are threefold: First, it has a key role in charge of implementing the Commission's Communication Strategy on the ground in Lithuania. Focusing on items in the Commission's communication agenda and specific priorities deriving from national and regional political landscapes, it addresses a variety of target audiences in Lithuania, taking into account specific demands and concerns, and thereby adapting the message to local needs. Secondly, in cooperation with the European Commission Spokespersons' Service, the Representation liaises with the national, regional and local media, speaking for the Commission, providing timely and relevant information about developments within the Commission, analysing trends in the media and reporting to the Commission. In order to fulfil its mission and to present the Commission's priorities and policies in Lithuania, the Representation relies on the active involvement of national and local media. Finally, the Representation acts as an interface between the Commission and the political decision-makers and civil society in Lithuania. As such, its role is to listen and provide the 5 Commission with in-depth, accurate and timely analysis regarding developments in the Member State and the views of the government and civil society on issues within the Commission's remit. The Representation also contributes to the organisation of visits of Commissioners in the Member State. The purpose of this procurementprocedure is to conclude a Single Framework Contract (hereinafter “Contract”) with an economic operator (hereinafter “Contractor”) for the provision of technical support services for media and communication activities to the EC Representation (hereinafter “technical support”), in line with the requirements set out in the call for tender.

In case of unavailability or disruptions in the functioning of the electronic means of communication provided in Section 5.1.11 in the last 5 calendar days before the time limit for receipt indicated in Section 5.1.12, the contracting authority reserves the right to extend this time limit and publish the extension at the Internet address provided in Section 5.1.11, without a preceding publication of a corrigendum to this notice. Economic operators interested in this procurement are invited to subscribe to the call for tenders at the address in Section 5.1.11 in order to get notified when new information or documents are published.
